MINUTES

TOWN MEETING

October 6, 2014

Emmitsburg Town Office

 

 

 

Present:  Mayor Donald Briggs; Commissioners Clifford Sweeney, Christopher Staiger, Jennifer Mellor, Glenn Blanchard and Tim O’Donnell, President.

Staff present were Vickie Felix and Dave Haller, Town Manager.

I.       Call to Order

Commissioner Tim O’Donnell, President of the Board of Commissioners, called the October 6, 2014 Town Meeting to order at 7:30 p.m. Pledge of Allegiance was recited.

 

Approval of Minutes

The Minutes of the September 15, 2014 Town Meeting were approved as presented.

 

Commissioner Comments

Commissioners cited attendances to include “light up the park event”; Annual Sea Service mass. Announcements included upcoming events – the Fallen Fire Fighters event; Vigilant Hose Fire Company open house; Trail day; Halloween will be on the 31st, parade will be at 7pm; trick or treat from 5pm-7pm, there will be a party after parade at the fire hall. There will be another trail day on November 2nd; community garden cleanup by October 15th. Recognitions included Commissioner Staiger for his many years of service to the town and congratulations to Commissioner Joseph Ritz III. Commissioner Staiger thanked everyone for their support over the years to serve the town. Commissioner Ritz thanked everyone for their votes and looks forward to serving with everyone on the Board.

 

Mayor’s Comments

Mayor Briggs cited that he attended the first Sustainable Certified Committee meeting and the Sea Service mass. He announced that the marketing kiosk will be installed on the square this week and he will be giving the welcoming at the memorial service for the upcoming Fallen Fire Fighters event. He welcomed the Mount Saint Mary’s rugby club who were in attendance at the meeting and that Mount Saint Mary’s had a special presentation on concussions.

 

Administrative Business

  • Gap on Brookfield Rd. – not to the condition that would be treated now but on the list for next year.

  • Delivery truck in alleys – no feasible correction for the situation

  • Tractor trailers going up through Silo Hill and having to turn around – Commissioner Mellor will email Mr. Haller.

  • Staff commended for efficiency related to park pavilion reservation

 

Consent Agenda - none

 

Reports:

Treasurer’s Report – Commissioner Blanchard reported on September 2014 cash activity. Detailed report at Exhibit A.

 

Planning Commission Report – Commissioner Sweeney reported there is no meeting until the end of October.

 

II.        Agenda Items

 

Swearing in of New Officials

Sandra K. Dalton, Clerk of the Circuit Court for Frederick County administered the oath of office of elected official Donald N. Briggs, Mayor. Mayor Donald N. Briggs administered the oath of office of elected official Joseph Ritz III, Town Commissioner.

 

Mayor Briggs gave a brief speech in regards to his new term as Mayor for the next three years highlighting that the clean projects should be completed; both phases of the solar project should be complete; pathway from Mount Saint Mary’s to the town should be completed; the new bridge on Flat Run should be done this year; there will be more connection of sidewalks; continue on with new business i.e. General Dollar store and hopefully a new second entrance to North Gate. He stated that there will be 32 – 35 million dollars going into the town over the next 3 years.

 

Reorganization of Board of Commissioners

Mayor Briggs made these recommendations for the 2014/2015 Board of Commissioners reorganization: Commissioner Tim O’Donnell remains president; Commissioner Sweeney remains Vice President and liaison for Planning Commission; Commissioner Glenn Blanchard remains Treasurer; Commissioner Jennifer Mellor remains liaison for Parks and Recreation and Commissioner Joseph Ritz III will be liaison to the Citizens Advisory Committee.

 

Mr. Joseph Ritz Jr. who was present stated that he will be stepping down from serving in the Citizens Advisory Committee to avoid any conflict of interest.

                                                                                                                                                               

Motion: - To accept the Board reorganization as presented by Mayor Briggs.

Motion by Commissioner Blanchard second by Commissioner Sweeney.    

                                      Vote: 5-0 in favor

 

Set Agenda Items for October 20, 2014 Town Meeting

  1. Proposal for the solar project phase II including the related ordinance 

  2. Sustainable procurement policy

          With no further business, the October 6, 2014 Town Meeting was adjourned at 8:08 p.m.
