TOWN MEETING
January 6, 2014
Emmitsburg Town Office
Present:
Mayor Donald Briggs; Commissioners Clifford
Sweeney, Christopher Staiger, Glenn Blanchard
and Tim O’Donnell, President.
Staff present were Vickie Felix
and Dave Haller, Town Manager.
Absent:
Commissioner Mellor with prior
notice.

I. Call to Order
Commissioner Tim O’Donnell,
President of the Board of Commissioners, called
the January 6, 2014 Town Meeting to order at
7:30 p.m. Pledge of Allegiance was recited.
Approval of Minutes
The Minutes of the December 3,
2013 Town Meeting were approved as presented.
Commissioner Comments
Commissioners cited attendances
and announcements to include the Vigilant Hose
Company dinner. Delegate Kelly Schulz will be
putting together a program in high schools for
drug use resistance. For families and
individuals, the Frederick County Library will
be providing 3 separate community garden events
for planning and taking care of plants.
Mayor’s Comments
Mayor Briggs cited attendances
and announcements to include the Celebration of
Elizabeth Ann Seton and the 100th
birthday party of Cathleen Richard Williams.
With Mr. Haller, he had a meeting with the Board
of Education’s facilities manager and they
toured the elementary school. The Lions Club
banquet is coming up.
Administrative Business

Traffic flow change on West
Lincoln Avenue: westbound only between South
Seton and School Lane – Mr. Haller will
investigate and report back.

Mt. Saint Mary’s business
department offering support on surveys or
projects.
·
No parking signs on turning lane
westbound on route 140 between the Convenience
Plus to Timbermill Run. Contact SHA about
possibility of turning shoulder into turning
lane. Mr. Haller will investigate and report
back.

Pembrook Woods power outage –
power is flickering since outage
·
Community park trail - does it
get plowed?
·
Board questioned if there have
been any plowing issues… i.e., DePaul Street
·
Potholes on Irishtown Road near
bridge. Mr. Haller will let the county know.

Job description – Commissioner
Staiger inquired if staff has revised any job
descriptions recently. Mr. Haller stated no.

- Commissioner Blanchard reported on December
2013 cash activity. Detailed report at Exhibit
A.
Planning Commission Report
- Commissioner Sweeney reported that there was
no Planning Commission meeting.
II. Agenda Items
Truck Replacement
Mr. Haller reported that staff
received three bids to replace a 1984 Town
truck. Staff recommends the bid from Wantz
Chevrolet for a 2014 Chevrolet Silverado 2500HD
with a snow plow package for $36,537. There
was brief discussion about fleet purchases to
which Mr. Haller stated that they did consider.
Motion:
To support the purchase of the truck replacement
for the Town of Emmitsburg from Wantz Chevrolet
for $36,537.
Motion made by Commissioner
Blanchard, second by Commissioner Sweeney.
Vote: 4-0 in
favor
